本項目現正申請香港特別行政區「支援四川地震災區重建工作信託基金」 | | Project Background: | 1. 就本工程範圍進行可行性研究。
2. 道路維修加固，災後道路損壞維修。
3. 進行現有橋的檢測及進行新建一座橋的評估、如要加固及興建新橋留待日後進行。
4. 新建一棟多功能災後重建農村發展綜合服務中心。
5. 進行現有污水處理評估，及興建示範性的生態污水處理系統。
6. 新建適合當地條件的示範性農舍提供示範性或協助性的支援和復修，對臨時搭建物提供示範性或協助性的修護及防冷。
7. 當地村內小學已經完全損毀，小學生已搬至小漁洞寄宿上課，根據政策，小學興建由國家負責，可配合整體規劃，提供各種專業支援。
8. 規劃以中藥及農家樂為主的旅遊方案。新建基本的旅遊輔助性設施的建設，包括登山小徑、路牌。 |

EWB-HK 項目工作報告：參與式規劃 - 田野調查個案研究 | | Project Background: | 為了給災後重建工作提供科學的決策依據並且保障災後重建工作有力、有序、有效地進行，積極、穩妥地恢復災區群眾正常的生產、生活和學習，所以向村民進行災後重建需求調查。調查完成後，會作為香港無國界工程師與四川省社會科學院可以使用的共同學科研究項目，隨後可以與市政府商討下一步工作。

Operation DAWN Hong Kong | | Work Requirements: | Providing professional assistance for the redevelopment project | | Current Status: | EWB had a first meeting with DAWN in July 2009. We are planning to have a site visit on Dawn Island by the end of July. | | Project Background: | Dawn Island is a small island located on the South-East side of Sai Kung. It could be only approached by boat and it takes around 45mins.
All constructions on the island were built in basic and simple way. The Beat Drugs Fund of the Narcotics Division of Security Bureau approved a grant to DAWN for the redevelopment project to provide a better and greenery living environment for users on the island.

基督教女青年會明儒松柏社區服務中心 | | Work Requirements: | 協助(西灣河至鰂魚湧區)長者家居環境改善計劃 | | Current Status: | 項目進行中 (11/2008至 1/2009) | | Project Background: | 服務工作的目的是協助缺乏經濟能力和家庭支援的合資格長者，提供家居環境評估，安排小型家居維修和改善服務（不包括美化家居項目），藉以改善長者日久失修及設備欠佳的居所。受惠長者家居約有158戶，當中包括公屋單位及40年樓齡的私人房屋。

3. Mainland (Co-operated by EWB-HK and local NGO) Projects | Project 3.5 | Post-disaster reconstruction training in ShanXi province | | Partner organizations: | Engineers Without Borders – Hong Kong
Kadoorie Charitable Foundations | | Project Location: | ShanXi Province NingQiang County | | Project Background: | Albeit the overall damage in the ShanXi province is not as severe as what happened in SiChuan Province, the regions in the vicinity of SiChuan Province, such as NingQiann, lueyang, Nan Township also suffered from severe damage due to earthquake. For instance, one of the poorest counties, NingQiang County, severe life and asset loss were identified. Collapse of residential housings and road infrastructure, damage of farmland and telecommunication network, were caused by the earthquakes. The country asked for support from EWB-HK to provide trainings on disaster prevention, disaster assessment and relief management. The trainee will be ultimately expected to conduct practical training and works in the villages. | | Work Requirements: | Through a 3-day lecture plus a 1-day practical training, increase the disaster prevention knowledge and disaster relief management training capability, to the local technical staff and government officials. |

Kadoorie Charitable Foundations | | Project Location: | GanSu Province Wen County FanBa Village | | Project Background: | After 512 Earthquake, less casualty and late report occurred in some remote areas , such that the disaster report for Wen County was under-estimated. Majority of resources were delivered to the disaster area in SiChuan Province. Public concern to Wen County was relatively insufficient. In addition to the worst situation of FanBa Village main road, on-site visit by government officials was also inadequate. Least disaster relief resources were inevitably delivered to FanBa Village. Hence, the local residents are longing for additional external assistance and technical support, as well as training to local residents to self-build low cost housing. | | Current Status: | This project has been commenced in March 2009. Trainers will be sent to the needed regions in April.
Prof. 周鐵鋼 from Xi’an University of Architectural and Technology has been invited as the re-construction consultant for this project. | | Work Requirements: | Provide training to the local residents for self-built housing construction technology; Design for low cost housing with sufficient resistance to earthquake; Support the identification of local and appropriate building materials.

現正籌集捐款作建設費用。 | | Project Background: | 甘肅的地理和地質環境，平涼是黃土高原，非常乾旱；隴南是青藏高原、黃土高原和秦巴山區的交匯地帶，高山峻嶺與峽谷盆地相間，地形複雜，地震頻繁，交通不便。 |
4. Field Visits 第六次考察（9-22/5/2009） - 由四川成都市出發、路過綿陽市到廣元市
- 陝西省寧強縣漢源鎮及巴山鎮
- 甘蕭省文縣范壩鄉白皂村、高橋村
是次考察內容： - 回顧及跟進受援進展，包括農作物及當地地區基本設施
- 派出代表到現場考察及提供夯土牆房屋抗震加固技術指導，並了解古舊或古蹟建築物的受損程度，以協助其修復及重新規劃。
- 拜訪當地教授及項目負責人，了解當地需要、討論技術支援及提供指導。
- 與居民和村代表座談，即場示範及講解砌築工藝和簡圖，並了解災後居民的生活：例如在范壩鄉，當地關閉了所有地區村屬小學，所有中小學生都要集中到鎮上中心小學寄宿、學童的家長亦需陪同子女寄宿，家庭生計受到嚴重影響，形成很大的輟學壓力。
是次考察的困難與體驗： 技術方面困難： - 在山區的建造，地質地貌、泥石風化等現象都變成了重要考慮的因素，在城市裡面，這方面的考慮較少，變化亦較少，且不常遇到相關案例。
- 在中國的山區建屋，很多時都會沿用傳統智慧，加上祖傳的累積的經驗，反覆優化，利用就地取材土法施工。對於在大城市現代體制下工作的工程師來說，是截然不同的事－－如果不能實地了解當地情況，那只是紙上談兵、閉門造車。
- 基於以上原因，引申下去的是，如果沒有充份了解和詳細的計劃，只會浪費當地的資源，更甚的是令受災村民失望。
行程上的困難： - 村落之間的道路不通、交通不便，二百多公里的路程，需要十數個小時才能到達，沿途道路相當危險：川陝公路充滿超載卡車，令原本鬆軟的道路不勝負荷，車上貨物也可能隨時倒塌；川甘道路路滑多彎；登山泥路陡坡很多，若失足便會滑下數十米下的山坡。
- 天氣一旦變壞，無論是車路或者是人行路也隨時也會有山泥傾瀉的危險，走水路的話也會因為水位不夠高，被迫拿著行李徒步走一個多小時山路才可以繼續行程。
- 行程中八成的支出是交通成本，其中三份之一都是包車費用。
是次考察困難重重，但能成功蒐集相關資料，並得到難忘的經驗，以及值得跟進的地方： - 此行得到實戰經驗豐富的當地教授，實地示範及講解，令許多問題都可以迎刃而解，成效更為顯著，這亦是此行最可貴的經驗之一。對於擅長蓋各式各種新式大廈的城市精英來說，轉移到貧瘠地區上服務，是不可多得的體驗。
- 可以實地跟當地居民探討和了解當地情況：考察夯土牆受損情況並提供技術指導、
- 能實地作探討和評估當地受災實況，並回港尋找可行的支援。例如：
- 尋找國內外兒福利基金或有關機構關注當地就學及提供或資助託兒服務的可行性
第五次考察 (13-14/11/2008)
第四次考察 (25-28/8/2008) 是次考察工作包括： - 勘測小魚洞鎮受損程度，發現地震後八成房屋倒塌或成為危房。
- 某些村落受災嚴重，村民災後未能外出打工，因此沒有穩定的經濟收入，所以建房的經濟負擔很大。
- 大多村民會自己蓋房子，但缺乏建築經驗。EWB-HK 將提供一些容單易行的建築指引手冊來指導他們興建房屋。
- 為當地的地方規劃作技術技援。
- 為當地房屋設計建行抗震測試，另一方面，亦會為他們介紹一些防震樓房的資料。
第三次考察 (23-31/7/2008) 第三次考察將範圍集中在甘肅省： 是次總結：EWB-HK實地了解到甘肅的地理和地質環境：平涼是黃土高原，非常乾旱；隴南是青蔵高原、黃土高原和秦巴山區的交匯地帶，高山峻嶺與峽谷盆地之間，地形不平，地震頻繁，交通不便。
第二次考察 (5-9/7/2008) 走訪的地區包括有： - 甘肅省隴南市文縣碧口鎮
- 陝西省甯強縣青木川鎮
- 甘肅省碧口鎮響浪村
- 甘肅碧口鎮中廟鄉文縣
- 甘肅省沙洲鎮
是次走訪，EWB-HK進行及： - EWB-HK將實地勘測河流進行研究，計劃長期幫助的村內約50戶農民興建村屋，對地震後房屋的安全性提出專業意見。
- 贈送文具及禮品予當地兒童，並共同勉勵支持。
- 對樓房作出初步的勘察，指導當地災民遠離危房、危樓；並提出專業意見。基本完成房屋的勘測工作。
第一次考察 (1-9/7/2008) 考察地點包括： - 四川省都江堰的紫坪鋪鄉
- 四川省彭州市的紅岩鎮和通濟鎮
- 四川省北川縣擂鼓鎮
- 四川省青村縣三堆鎮及沙州鎮

- Link up with the government and NGOs and understand their needs, and their coordination methods;
- If possible, visit a local site and assess their needs in public health engineering and in buildings reconstruction.
